Cut a piece of wire 20ga or 22 ga about 3 1/2 inches long for just a simple cuff, longer for wires forming downwards.
bend over from the sides 'a la ' paperclip'
turn ends into loops or spirals
Form over a sharpie pen, turn in ends
Hang dangles from it or what ever hits your fancy.
